As a note, this happens before the Oblivion crisis.
Prologue: Circumstances After the disappearance of Vivec and the Nerevarine, civil unrest began in earnest. With most of the great houses fighting for control, Helseth of Hlaalu now remains the sole ruler of the Morrowind province. Although some see him as a puppet to the Emperor's will, Helseth himself denounces this claim, and vows to start Morrowind 'anew'. Already, Helseth has taken drastic steps to ensure that he stays on the throne, allying with House Dres and somehow managing to convince the Telvanni to join his cause.
Still, the rumours of the people have not been silenced, and many native Dunmeri have lost their hope after the disappearance of both the Nerevarine and Vivec. Although not publicised, blood has been shed over the delicate topic of Helseth. All know of it, but none will speak of it - the inevitable civil war that will soon break out within Morrowind.
House Redoran is nursing their wounds from the blight of Dagoth Ur in Vvardenfel. Hlaalu; Pawns of the Emperor, or servants of their own will? House Indoril; Ancient and honourable, but with strained relations to Hlaalu and already are calling for war. Dres; Allied firmly with Hlaalu. Stalwart, and yet all the same fearful. And Telvanni; Their mighty Mage Lords watch patiently and earnestly await the bloodshed to come.
